Electric Cargo Tricycles: Duty and Certification by Country

The machinery is the easy part. What determines whether an order makes money is the tariff and certification position in the destination country — and it varies far more than most buyers expect.

The easy end of the market

Southeast Asia is the most accessible region for a first order. Under the China–ASEAN Free Trade Agreement most relevant tariff lines are at zero when you hold a Form E certificate of origin. Thailand, Indonesia, Vietnam, the Philippines and Malaysia are all in this group. Buyers there already know these machines, so the sales conversation is about specification and price rather than education.

Where certification is required

The Gulf states require conformity certification — SASO for Saudi Arabia, G-Mark for the GCC generally. This is a real cost and it must be budgeted before you quote your customer, not after. It is also a barrier that keeps casual competitors out, which is an advantage once you have paid for it.

Where policy is genuinely favourable

Several African markets offer incentives that materially change the economics: zero import duty in Rwanda, an eight-year tax holiday in Ghana with VAT exemption for public transport use, Egypt's rate cut from 30% to 5%, and subsidy schemes in Kenya. Within the African Continental Free Trade Area, goods can move between member states with reduced repeat duties.

Where we advise caution

• Brazil — import duties on complete vehicles have doubled, and farm-credit schemes are restricted to locally assembled units. Viable, but only with local assembly and a partner.
• Turkey — a retrospective 45% penalty duty applies to CKD assembly. We do not recommend it as a first market.
• United States — anti-dumping and countervailing investigations into low-speed vehicles have made this market unpredictable, and DOT and EPA requirements add cost.
• European Union — CE-RED and related approvals are achievable but expensive, and only worthwhile at genuine volume.

The habit that protects you

Before choosing a market, check the destination country's trade-remedy announcements for the last twelve months. Tariff positions change. A calculation that worked last year may not hold this year, and no supplier can protect you from that — only your own diligence can.

Get the classification right

Electric tricycles can fall under more than one tariff heading depending on configuration and power, with rates ranging from zero to well over 40%. Classification is a specialist job. Because the difference between two headings can exceed the entire margin on the order, this is one task worth handing to a customs broker rather than guessing.
